JOB DESCRIPTION
RESULT OF SERVICE
Work Assignments & Outputs:
The consultant will work under the direct supervision and guidance of SEA circular Program Management Officer – Plastic Value Chain. The Private Sector Business Analyst will provide technical content development, knowledge management, business network and outreach support for the SEA circular Project perform the following tasks:
1. Solutions Report preparation,
2. Support in technical content development for presentations, papers, case studies, coordination and support in engagement strategy and outreach activities.
Output 1. Solutions Report – content and toolkit development, industry good practice cases, issue briefs, bringing together tools, knowledge assets, information, knowledge gained from projects conducted through SEA circular.
Deliverables:
a. Draft outline of content, methodology and concept for design of final toolbox/document – by reviewing all past and on-going projects, mid-term review report.
b. Draft of Solutions Report for review and inputs
c. Completion of the Solutions Report
Output 2. Support with substantive as well as strategic inputs on the development and implementation of outreach activities. To undertake research and analysis on private sector partners, back-office support to engagement with new partners, benchmark global multi-lateral partnerships and other alliances, conduct mapping of country level public-private policy dialogue platforms and public-private partnerships, and support regional and country-level advocacy and key events
Deliverables:
a. Detailed Activity plan, for Outreach activities
b. Coordinating outreach activities, industry and sector network development according to activity plan, by preparing pre and post-meeting content, papers and reports.
c. Support a minimum of 2 virtual meetings,
1. 1 virtual meeting in Q1 – with issue briefs
2. 1 virtual meeting in Q2 – with issue briefs
d. Develop 5 case studies – coming from exemplary works of organizations engaged with in Outreach activities.
Performance indicators for evaluation of outputs.
• Satisfactory completion of deliverables and receipt of quality outputs
• Timely delivery and approvals of submitted deliverables

DUTIES AND RESPONSIBILITIES
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance.
UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.
The project “Reducing marine litter by addressing the management of the plastic value chain in South-East Asia” (SEA circular) is implemented by the UNEP Regional Office for Asia and the Pacific and the Secretariat of the Coordinating Body on the Seas of East Asia (COBSEA), with support from the Government of Sweden. The project runs from August 2018 to December 2022 and aims to reduce marine plastic litter by ensuring that less plastic is wasted in the face of largely inadequate waste management systems in the region. The project leverages the COBSEA intergovernmental mechanism and contributes to achievement of the COBSEA Regional Action Plan on Marine Litter (RAP MALI).
Project activities take place in six target countries (Cambodia, Indonesia, Malaysia, the Philippines, Thailand, Viet Nam) with knowledge sharing across all nine COBSEA countries (incl. PR China, Singapore, Republic of Korea) in four output areas:
• Output 1: Market-based solutions in the way plastic is managed are promoted and demonstrated, including effective business incentives for reducing single-use and hard-to-recycle plastic and improving recovery and recycling.
• Output 2: Strengthening the scientific basis for effective decision-making, by identifying and closing research gaps, and building national capacities to monitor and assess the sources, flow and impacts of marine litter in line with global guidelines and COBSEA regional guidance on harmonized monitoring programmes.
• Output 3: Outreach on marine litter and plastic pollution raises awareness to promote behavioural change among consumers and businesses, and to create an enabling space for policy development.
• Output 4: Regional networking and leveraging COBSEA regional mechanisms to strengthen regionally coherent national marine litter planning, engage constituencies and facilitate multi-stakeholder knowledge exchange, including coordination with regional frameworks such as the Association of Southeast Asian Nations (ASEAN).
The project focuses on the lifecycle stages of (i) Production of plastic products, (ii) Plastic use, and (iii) Collection / sorting / recycling, to ensure that less plastic is wasted and strategically prevent plastic litter entering the ocean. The project promotes a human rights-based approach to identify people-centred and equitable solutions and actively engages all groups of society, including consumers, informal waste workers, and coastal communities most vulnerable to the impacts of marine litter
The Purpose of the consultancy: To conduct research and analysis for issue briefs. To prepare content, presentations, good practice case studies. To support with facilitating regular dialogues and roundtable sessions and provide awareness/training to stakeholders of projects. To produce a Solutions Report that will contain all the industry good practices, tools and methodologies in the SEA Circular Project countries for knowledge sharing, management and outreach activities. This Solutions Report is an outcome of the recommendation received from the mid-term review.
Objective:
The Private Sector Business Analyst will lead technical assistance and capacity building efforts as per the strategy and workplan for Output 1 and 3 of the SEA circular project, to support in identifying and compiling technical content, plastic value chain business models, financial models and content for a Solutions Report – for knowledge management and outreach. The Outreach activities planned will include, Business roundtables, further development of SOS 2021 thematic areas(related to private sector engagement and strategic partners capacity development). In addition, this will cover areas of: (i) preparing content, presentations, good practice case studies for knowledge sharing across countries (ii) research, and analysis for issue briefs and reports on selected topics from meetings related to various aspects of the plastic value chain. (iii) To support coordination with private sector, civil societies, govt. agencies, academia, and related organizations to facilitate dialogues/meetings and (iv) to provide input and coordination for human rights related training (developed by Dalhousie University) to link with activities as part of SSFA partner projects related to the plastic value chain.

QUALIFICATIONS/SPECIAL SKILLS
Skills: Good technical reporting and writing skills, project management experience and industry network.
Academic Qualifications:
An advanced university degree in environment/engineering or applied sciences/natural science, or equivalent work experience.
Experience: • At least 5 years of progressive experience in designing and delivering to environmental, sustainability and plastics waste and pollution issues.
• Familiarity with issues related to the plastic value chain; and sound familiarity with national and regional contexts and stakeholders.
• Experience in Southeast Asian region related to the topics of sustainability, environment and plastics.
• Experience in the application of approaches in policy for the business sector.
• Experience in developing communication and stakeholder engagement strategies, advocacy plans etc. especially related to environmental issues required.
• Knowledge and appreciation of human rights related matters relevant in the plastic value chain
Language: For the position advertised, fluency in oral and written English is required.
