Job Description
This position is located in the Regional Office for Southeast Asia and the Pacific (ROSEAP), Bangkok (Thailand), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall guidance of the Regional Representative, ROSEAP in Bangkok and the direct supervision of the Deputy Regional Representative, ROSEAP, also located in Bangkok.
Responsibilities
Within the delegated authority, the Operations Manager will be responsible for the following specific duties: • Oversee and coordinate core administrative processes conducted within ROSEAP, including in the areas of procurement, finance, human resources, travel, ICT services and general administration. • Manage and assign work to staff assigned to these various process areas in the ROSEAP core team, including senior level process managers.
• Ensure compliance with UN and UNODC rules, regulations and policies and the implementation of corporate operational strategies, across the different process areas managed in ROSEAP. • Review and update ROSEAP business processes and management instructions related to administrative process areas. • Monitor operations and advise on possible adjustments to ensure effectiveness and efficiencies of processes in the Regional Office and Programme Offices under its supervision.
• Advise programme managers and administrative staff on the application of rules and regulations and applicable policies, as well as on possible efficiencies across the different process areas managed by ROSEAP. • Serve as contact point for coordination with relevant Sections in UNODC HQ, as well as UN ESCAP and other administrative service providers, in relation to administrative management. • Represent UNODC in the Operations Management Team for Thailand and, where needed, other countries covered by ROSEAP. • Advise ROSEAP management on resource needs and adjustments to the administrative team across the different process areas managed by ROSEAP.
• Manage the planning and allocation of Delegation of Authority and administrative roles in the Umoja enterprise resource planning system within the Regional Offices and Programme Offices under its supervision. • Support organizational efforts at the global and regional level to monitor and plan administrative processes. • Lead efforts to develop automated processes and other solutions aimed at creating efficiencies across the different process areas managed by ROSEAP.
• Actively seek feedback from clients and acts as contact point for substantive managers on administrative matters and suggestions for efficiencies and process improvements. • Advise ROSEAP management on all administrative and operational matters. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensure that requirements, background information used for data analysis are documented.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible work experience in administration, finance, accounting, human resources management or related field is required. Work experience managing and supervising administrative or operational teams is required. Work experience in using an enterprise resource planning (ERP) system (such as SAP/Umoja) is required. Work experience within the United Nations system or similar international organizations is desirable.
Work experience with IPSAS and/or public sector procurement is desirable. Demonstrated experience in reviewing, optimizing, and implementing administrative business processes to improve efficiency and operational effectiveness is desirable. Work experience in coordinating with headquarters entities, regional offices, and external administrative service providers within a multilateral or international framework is desirable. Experience in developing or implementing automation tools, digital workflows, or process efficiency solutions is desirable.

English and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
