BACKGROUND
I. Background

UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Women are increasingly migrating for work within the ASEAN region, and today close to half of all migrant workers in the region are women. While women migrant workers are disproportionately represented in the domestic work and care sectors, women migrant workers are also found in large numbers in other sectors in ASEAN countries, including construction, agriculture, manufacturing, services and entertainment. However, women have fewer options than men for regular migration, and are often channeled into lower paid informal sector work with few if any labour protections. Due to gender inequalities and discrimination, women are particularly vulnerable to violence and trafficking, and services for survivors of violence often do not meet their needs.

Recognizing these challenges, UN Women and International Labour Organisation (ILO) have been in collaboration in implementing the European Union’s supported project entitled “Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region” (2018-2022). Safe and Fair delivers technical assistance and support with the overall objective of making labour migration safe and fair for all women in the ASEAN region. Safe and Fair engages with ASEAN Member States’ government authorities; ASEAN institutions; workers’ organizations; employers and recruitment agencies; civil society organizations; community-based organizations; families and communities; research institutions and academia, media networks, youth, and the general public and supports programming across ten countries (Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam).

In Thailand, Safe and Fair works in close cooperation with governments and social partners to achieve three inter-linking specific objectives: (1) Women migrant workers are better protected by gender-sensitive labour migration governance frameworks; (2) Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality services; and (3) Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved. The programme strategy mainstreams three cross-cutting topics: women’s voice and agency; rights-based approach; and broad engagement of stakeholders.

There has been an increase in attention towards violence against women (VAW) particularly in forms of domestic violence and sexual conducts. Thailand has put in place protection mechanisms for women during criminal justice process; however, challenges remain in accessibility to complaint and justice process for cases such as domestic violence, harassment in work force or in working environment. Factors include lack of knowledge on rights, protection and entitlements in justice process, limited information available from relevant service providers during criminal justice process, language barrier for non-Thais, etc.

Realizing challenges in service delivery and access as well as the new development, UN Women by Safe and Fair will organize the Workshop on Responding to Violence against Women. The Workshop aims to enhance capacity coordination among service providers in Bangkok in providing services for women and women migrants subject to violence.

DUTIES AND RESPONSIBILITIES
II. Duties and responsibilities

Under the supervision of Ending Violence against Women Programme Analyst, Safe and Fair Programme, UN Women Thailand the consultant will contribute to budget management and providing necessary operational, administrative and implementation support. The Consultant will work in close collaboration with the operations, programme and projects’ staff in the UN Women Regional Office as required for resolving complex finance-related issues and exchange of information.

III. Expected deliverables and timelines

Tasks and Deliverables

Target Dates

Budget monitoring, expenditures tracking, and budget revision as needed.
Organize physical/online meetings/workshops/events, involving internal and external participants and provide administrative support during the meetings/workshops/events.
Process a contract issuance and amendment for consultants as needed.
Draft, prepare, and review letters, minutes of meetings, documentation on the procurement of goods and services, and support contract tracking.
Process payments for contract holders as per contracts and partners as per partnership agreement upon receipt of deliverables.
Undertake other daily routine tasks as required.

IV. Supervision

The consultant will work under the direct supervision of Ending Violence against Women Programme Analyst, Safe and Fair Programme, UN Women Thailand.

VI. Required qualifications

Education

Completion of secondary education is required. University degree (or equivalent) in Business or Public Administration or related field is an asset.
Minimum 5 years of relevant administrative or programme/project support experience
Experience in liaising and coordinating with national counterparts and civil society organizations is advantageous
Experience working with the UN Agencies or other international organizations is advantageous.

Language requirement:

Proficient in Thai and English
